The Ministry of Communication, Technology and Innovation, in collaboration with the Ministry of Trade and Industry, has convened a public-private dialogue to examine gaps in Sierra Leone’s legal and regulatory framework for electronic transactions.
The dialogue, supported by the Korea International Cooperation Agency (KOICA) and the International Trade Centre (ITC), brought together stakeholders in Freetown to discuss how the country can strengthen legal certainty and trust in online transactions.
A presentation at the forum highlighted three key areas an effective e-transactions law should address: legal recognition of electronic records and signatures, greater certainty and trust in digital transactions, and safeguards for businesses and consumers.
The presentation also examined electronic signatures, digital identity, automated contracting, paperless trade and cross-border transactions, noting the need for Sierra Leone’s laws to remain technologically neutral as digital technologies continue to evolve.
The discussion further highlighted the influence of international and regional frameworks, including UNCITRAL and ECOWAS standards, on the development of national e-commerce legislation.
Participants also stressed that e-transactions and electronic payments, although closely connected, require separate regulatory considerations to ensure that businesses can securely complete transactions and receive payment for goods and services.
The dialogue forms part of ongoing efforts to create a stronger legal environment for Sierra Leone’s growing digital economy.
